"Software as a Service" [SaaS] is the phrase used to describe the provision of a software application over the internet [hosted service], rather than software being installed on a desktop PC or server. This service is provided by web hosting companies and Independent Software Vendors [ISV's], and these in turn would provide software and services to their customers.
The main benefits of such a system is that the software developer only has to support ONE installed version of the software, thus helping to reduce support costs - the developer knows every one of their customers is using the SAME version of the software so there can be no confusion about version revisions. Plus deployment of software revisions with bug fixes and improvements etc can be virtually immediate. In addition, payment for this type of software usage is on a "pay-per-month" basis - AFTER USE, so does not involve an initial financial commitment up front.
SPLA
Service Provider Licence Agreement [SPLA] is a licensing program specially designed by Microsoft to deliver a simple solution to all service providers who would like to offer software as a service. In short, the SPLA program provides user rights to service providers who would like to offer these to their customers.
