Microsoft announced the release of its Digital Transformation Arrangement 1 year ago for Public Sector customers. Digital Transformation Arrangement provides access and discounts to those organisations using Microsoft cloud technologies. It replaced the Cloud Transformation Arrangement which expired on 30 April 2018.

As more customers come to the end of their Cloud Transformation Arrangements (CTA), this article is a reminder of what key suites and packages are available within the Digital Transformation Arrangement (DTA).

DTA is set to run for a further two years, ending in May 2021 and offers favourable pricing terms on Enterprise Agreement subscriptions (EA) and Server and Cloud Enrolment (SCE) for new and renewing eligible customers.

Which packages does it include?

Microsoft 365 Enterprise includes Office 365 Enterprise, Windows 10 Enterprise and Enterprise Mobility + Security.

Security and Compliance Package is a new package specifically for the UK Public Sector. This is available under Microsoft 365 E3 licensing and provides; Office 365 Advanced Threat Protection, Office 365 Advance Compliance, Windows E5 step-up and EM+S E5 step-up.

DTA also supports organisations looking at Hybrid Cloud Infrastructure such as the Azure Hybrid Benefit, Azure Reserved Instances & Azure Hybrid Benefit for SQL.

  • 2015-2018 CTA enrolment
    • Products: Office ProPlus, Windows Enterprise and Enterprise CAL + Additional
    • Cost c. £250k
  • 2018-2021 like-for-like renewal
    • Products: Office ProPlus, Windows Enterprise and Enterprise CAL + Additional
    • Cost c. £550k
  • 2018-2021 Optimised DTA renewal
    • Products: Office 365 Plan E3, Windows Enterprise and Enterprise CAL Bridge + Additional
    • Cost c. £330k

Example Timelines

Customer A who held an enrolment initially under PSA 12, expiring in August 2017, they renewed their CTA for a 3-year term, taking them to 2020. In 2020 their renewal will be subject to the DTA terms and that DTA enrolment will then run until 2023.

Customer B took out a CTA enrolment in June 2016, so this agreement is now coming up for renewal in June 2019. As such their renewal will be a DTA enrolment under the terms of the DTA framework.

Customer C has no current Enterprise Agreement and can take out new enrolments with DTA discounts regardless of their prior arrangements.

Microsoft 365 Licensing

Since DTA was released there have been changes to Microsoft 365 Licensing affecting both E3 and E5 licensing options.

The following changes to Microsoft 365 licensing policies effect:

  • Dual Use Rights update
  • Single SKU launch
  • Microsoft Home Use Program update
